Local Law §48-8:
The parking of vehicles is hereby prohibited on all streets within
the village between 2:00 a.m. and 6:00 a.m. from November 15 to
April 15. Vehicles found on the streets during this time period
will be issued a parking ticket, returnable in Village Court, in
the amount of $25.00 for each offense. Back to Top
Local Law §
49-5: Prohibited disposal of Trash and Garbage.
A) Public Property - No person shall place, throw or deposit or
caused to be placed, thrown or deposited any gabage, refuse, papers,
trash, hazardous waste and/or material or ashes upon any sidewalk,
street, alley, lane, gutter or any public ground in the village
or into any stream or upon the banks of any stream running through
or adjacent to said village.
B) Private Property - No person shall place, throw, deposit or
caused to be placed, thrown or deposited any garbage, refuse, papers,
trash, hazardous waste and/or material or ashes upon the private
property of another person, except that ashes may be deposited thereon
with the owners permission for the purpose of filling land.
C) Burning or burying - No person shall bury or burn or cause to
be buried or burned any garbage, refuse, papers, trash, hazardous
waste and/or materials within the village limits, unless authorized
to do so, in writing, by the Board of Trustees. Back

Local Law §
49-7: Restrictions on Disposal / Storage of
Garbage and Trash
D1) No person shall store garbage on private
property of himself or others for a period of more than 10 days
in or upon premises of a building, garage, shed or other structure.
All such garbage shall be placed in the proper disposal bags and
be placed at the curb weekly for garbage collection purposes.
D2) No person shall store any trash, garbage,
paper or refuse on any premises or building structure in a manner
that may be unsightly, obnoxious, unattractive, offensive or repulsive
to the neighborhood, residents of the premises, other premises in
the area and/or others. The owner, renter, lessee, agent, association
and/or any other person having possession, control or ownership
of the premises shall be responsible for any violations of this
section and may be cited on any and all violations.

Local Law § 13-3:
Regulations for Dogs
A. It shall be unlawful for any owner of a dog to permit or allow
such dog to:
1. Run at large
2. Engage in habitual loud howling, barking or whining or to
conduct itself in such a manner as to habitually annoy any person
other than the owner of the dog.
3. Cause damage or destruction to public or private property,
defecate, urinate or otherwise commit a nuisance upon any property
other than the owner of the dog.
4. It shall be the responsibility of dog owners or persons who
are in custody or control of a dog within the Village of Tupper
Lake, to immediately remove from any street, sidewalk or other
public or private property, other than the dog owner's property,
any defecation made by such dog or dogs.
4.1 Every person walking a dog (also dogs) on property other
than that owned by the dog owner, shall be required to carry a
device commonly referred to as a pooper scooper or such other
implements or materials capable of being utilized to remove the
defecation of the dog or dogs.
4.2 It shall be unlawful for any person to dispose of the dog
defecation in any other place other than the owner's home. In
no event shall any feces be disposed of in any sewer or drain,
whether storm or sanitary.
5(a) To allow the dog to bite, chase, jump upon or otherwise
harass any person in such a manner as to cause intimidation or
to put such person in reasonable fear of bodily injury.
5(b) To allow the dog to chase, leap on or otherwise interfere
with pedestrian traffic or persons riding any means of transportation,
whether or not such transportation is pwered by muscular power
or by any engine, whether electrical, diesel, or gas powered.
5(c) To allow the dog to kill or injure any dog, cat or household
pet.
5(d) To fail to license the dog after age six months or older.
5(e) To fail to have a current and valid New York State Identification
tag on its collar when the dog is at large or unrestrained by
a leash.
5(f) If female dog, to be off the owner's premises when it is
in heat.

Local Law #1 for year 2002
Possession of Tobacco under 18 Years of Age:
It shall be a violation of this local law
for any person less than eighteen (18) years of age to use or possess
any tobacco product on the public property. Back

Local Law #5 for
year 2001. Possession of Alcoholic Beverages (Open Container)
Consumption or possessing open container
on public lands: It shall be a violation of this local law for any
person to:
A. Consume any alcoholic beverage on any
public land within the village.
B. Have in his/her possession any open
container containing any alcoholic beverage on any public lands
within the village.
C. Have within his/her possession for the
purpose of consumption on public lands, by either himself/herself
or another person, any open container containing an alcoholic

Local Law #1 for year
2001: Curfew Law
It shall be unlawful for any child under
the age of sixteen (16) to remain in or upon any public street,
highway, park, vacant lot or other public place between the hours
of 10:00 P.M. and 6:00 A.M.
EXEMPTIONS:
1) If the child is accompanied by his/her
legal guardian or other responsible person over the age of 21
and such person is approved by the child's parent or legal guardian.
2) Until the hours if 12:30 A.M. if the
child is on an errand as directed by his/her parent or legal guardian.
3) If the child is legally employed for
the period from one-half hour before to one-half hour after work,
while going directly between his/her home and place of employment.
This also applies if the child is in a public place while in the
course of his/her employment. To come under this exemption, the
child must be carrying a written statement from the employer attesting
to the place and hours of employment.
4) Until the hour of 12:30 A.M. if the
child is on the sidewalk directly adjacent to the building where
the child resdies.
5) If the child is coming directly from
a school activity or religious or other voluntary association,
or a place of public entertainment, such as a movie, play or sporting
event, but in no case beyond 12:30 A.M.
6) If the minor is exercising first amendment
rights protected by the Constitution, such as the free exercise
of religion, speech or assembly, provided the minor must first
have given written notice to the Mayor in writing signed by the
minor and his/her parent or guardian that specifies when, where
and in what manner the minor will be on the streets of the Village
of Tupper Lake and for what first amendment purpose the minor
will be on the streets during the curfew hours.
VIOLATIONS:
A police officer who has probable cause
to believe that a child is in violation of this ordinance shall
take such child to the police station where the child's parent
or guardian shall be immediately notified. The child will be held
until a parent or guardian comes to take the child home. The parent
or guardian will be given a copy of this ordinance when they arrive
to pick up the child. If no parent or guardian arrives within
two hours, the child will be turned over to the custody of the
juvenile authorities until the parent or guardian can take custody
of the child.
1) The first violation of this ordinance
will cause the parent or guardian of the child to receive written
notice of the violation, warning them that further violations
will result in the imposition of a penalty as provided by law.
2) Upon a second violation, a fine of $50.00
will be imposed.
3) Upon a third violation, a fine of $150.00
will be imposed, as well as a report made to Child Protective

Local Law §
5-4; Outdoor Storage of Vehicles (Prohibited)
It shall be unlawful for any person, firm
or corporation, either as owner, occupant, leesee, agent, tenant
or otherwise of property within the Village of Tupper Lake, to store
or deposit, or cause or permit to be stored or deposited, an abandoned,
junk or discarded or more than one (1) unregistered vehicle or part
or piece thereof on any private property within the Village of Tupper
Lake unless:
A. Such vehicle is stored or deposited
in a completely enclosed building; or
B. Such vehicle is temporarily stored in
compliance with the Zoning Ordinance on the premises of a duly
authorized motor vehicle service station or body repair shop within
the Village of Tupper Lake and shall not remain on the premises
for more than three (3) months. Back to Top
Local Law § 28-3:
Hawking and Peddling
No person, except honorably discharged United
States soldiers and sailors, who are residents of the State of New
York, shall offer any goods or property for the sale by public auction,
nor shall any person hawk or peddle any goods, wares, merchandise
or other property, except meats, fish, fruits or products of the
farm, within the limits of the Village of Tupper Lake, and no person
shall take orders for future delivery of any goods, wares, merchandise
or other property within Tupper Lake Village, the same being within
this state at the time of taking such orders and such orders being
taken with the intent of thereby evading the provisions against
peddling contained in this section, or seel the same or offer the
same for sale from any cart or vehicle standing in any street, lane,
alley or public place without having a license therefor. EXCEPTION
TO 28-3: A license may be granted by the Board of Trustees for the
purpose of peddling to firms, persons or corporations at a rate
from $25.00 to $100.00 annually, at the discretion of said Board
of Trustees, and said license may be revoked by said Board of Trustees
and by refunding proportionate part of license fee for unexpired

Local Law § 36:
Peace and Good Order
36-2 : Noise Restrictions; It shall be unlawful
for any person to:
1) Make, or cause or permit to be made,
any unreasonable noise.
2) Knowingly operate or keep any place
of public resort or place of private resort where unreasonable
noise is made or caused or permitted to be made; or
3) Operate or permit to be operated any
sound reproduction device or sound-signal device at a place of
public resort or private resort after the hour prescribed as the
legal closing time in the county where such premises are located
provided that such person:
a) Owns or holds a license issued pursuant
to the Alcoholic Beverage Control Law of the State of New
York, AND
b) Owns or operates any hotel, restaurant,
tavern, bar, grill or cocktail lounge on such premises.
36-5 Handbill Restrictions
A) No person shall stick, post or in any
way attach any card, bill or advertisement upon any of the public
buildings or structures in the village or upon any building, structure,
tree, telephone pole, power transmission pole or electric light
pole in the village without the written consent of the owner or
owners thereof.
B) It shall be unlawful for any person
to tear down, deface or destroy any notice, handbill or advertisement
lawfully posted. Back to Top
Local Law §
43 Snowmobiles
43-1: Snowmobiles, duly registered or exempt
therefrom by the Commissioner of Conservation of New York, shall
be permitted to operate upon and use, for the limited and specific
purpose of gaining access to recreational areas, all those certain
streets of this Village as may hereafter set forth under 43-2 hereof;
and permission hereunder granted shall be subject to the rules,
regulations, requirements and conditions, as provided herein.
43-2: All Streets and roadways of the Village
of Tupper Lake are hereby designated as open to the use permitted
under 43-1 hereof.
43-3: No person under the age of sixteen
(16) years shall operate a snowmobile on any of the streets or roadways
of the Village of Tupper Lake.
43-4: No person shall operate a snowmobile
on any of the streets or roadways between the hours of 11:00 p.m.
and 8:00 a.m., Easter Standard Time.
43-5: All snowmobiles operating within the
Village of Tupper Lake shall be equipped with a windscreen unless
the operator thereof wears goggles or a face shield at all times
during such operation.
43-6 (a): No person shall operate a snowmobile
on any sidewalk or right-of-way reserved only for pedestrian traffic,
except to cross the same at approximate right angles to reach property
upon which operation of snowmobiles is lawful.
43-6 (b): A person operating a snowmobile
shall ride only upon the permanent and regular seat attached thereto.
Such operator shall not carry any other person nor shall any other
person ride on a snowmobile unless such snowmobile is designed to
carry more than one (1) person, in which event a passenger may ride
upon the permanent and regular seat if designed for two (2) persons.
